PG CET – 2013 ENTRANCE TEST

Subsequent to the stay order obtained from the Hon’ble High Court of Karnataka for notifications no.MCI-31(1)/2010_Med/62051dated 15.2.2012 and in No. MCI-18(1)/2010_Med./62052 dated15.2.2012 in WP No. 42709-42710/2012, the Association like earlier years is conducting its Entrance Test on Saturday
the 9th February 2013 for admission to Postgraduate Medical and Dental courses for Member Institutions of KRLMPCA. The Entrance Test will be conducted in BANGALORE CITY only.
Details of instruction and application would be uploaded in the Association’s website during last week of December 2012.

Karnataka PGET 2013 for admission to MD/MS Notification

NOTIFICATION

Rajiv Gandhi University of Health Sciences, Bangalore will be conducting the Karnataka Post Graduate Entrance Test on 24/02/2013 for admission to Post Graduate Degree/Diploma courses in Government Medical/Dental colleges and for Government seats in Private Medical/Dental colleges of Karnataka for the academic year 2013-2014. The eligible candidates willing to appear for the entrance test may fill the application form online on the RGUHS website www.rguhs.ac.in or www.rguhspget2013.com from 02/01/2013. The conduct of PGET – 2013 (Medical & Dental) and the announcement of the results will be subjected to the outcome of the SLP No. (C) 101/2012 before the Hon’ble Supreme Court of India.

Honorable Supreme Court's Interim Order on NEET PG upsets thousands of medicos

On 13th Dec 2012 Supreme Court gave its interim order on NEET PG (The case between MCI and Private Medical Colleges) allowing the States and Private Colleges to conduct their separate entrance exam for filling up the PG seats, on the condition that the result cannot be declared till the final decision on 15th Jan 2012. As soon as the orders are passed, all the private medical colleges announced the notification of PG entrance exams, this order made thousands of medical students who appeared for NEET PG upset. In our views the apprehension of students is totally justifiable.
For the last few years, every year there has been debate over conducting a Single Entrance Exams for the admission of PG seats, but due to one or the other reasons, conflicts between states and private colleges not wanting to participate, the final decision was getting postponed.
It has been a traumatizing last few months for medical students. Finally in September 2012 SC passed the decision and allowed NBE to conduct NEET PG as a Single Entrance test for all PG seats of India. Till Sep 2012 medicos preparing for NEET were in confusion how to prepare for exams as there was lot of uncertainty regarding AIPPG. Suddenly NBE announced NEET as CBT exam starting from 23rd Nov to 6th Dec 2012, which is almost two months early than the normal time of AIPPG (Second Sunday of January). It came as a shock for students as there was no time left for preparation and there was a whole new pattern of exam to face. Usually students plan the preparation and revision so as to finish by Jan second week, but sudden NEET exam cut almost two months short from their planning. Yet students prepared themselves feeling relieved that at least now they will have to appear for only one exam and their total mental stress and expenditure will be cut down considerably.
Now the interim order of SC deflects the whole purpose of NEET PG on the first place. Now they have to pay separate fees for a number of entrance exams and have to appear for different exams. In reaction to this Interim order, many medicos started coming together to discuss how best to save the NEET PG exam. Many students’ communities are formed over internet and social networks to find out the solution of this disaster. One of the groups on Facebook is medicozmovement where students from all over India are gathering to find the solution. The state will conduct Karnataka Common Entrance Test (CET) 2013 for MBBS and BDS courses, but subject to Supreme Court verdict on National Eligibility cum Entrance Test (NEET).

The decision to conduct CET was taken at a high-level meeting conducted by the Department of Medical Education, Rajiv Gandhi University of Health Sciences (RGUHS) and Karnataka Examination Authority (KEA) on Monday.

Dr G S Venkatesh, director of Directorate of Medical Education (DME) said, “The SC verdict has been scheduled for January 15, 16 and 17, 2013, and based on the outcome KEA will conduct CET. If the SC announces that the NEET 2013 is mandatory, then the necessary coaching classes for second PU students will be conducted by the KEA.”

He also said that the Post Graduate Entrance Test (PGET) will be conducted for 2013 academic year by RGUHS.

“The state will not go by the NEET PG for the 2013 admissions and most likely in the second week of February RGUHS PGET will be held,” Dr Venkatesh added.

Meanwhile, a KEA official said that a concrete decision about CET 2013 will be taken on December 28 after another meeting by the Medical Education Department. Based on the decision, the coaching classes for NEET UG and second PU examination will be conducted by the KEA, he said.

Foreign Medical degree is proving costly for Indian Students: Only 21% passed FMGE


NEW DELHI: The obsession of earning a foreign medical degree is proving costly for Indian students. Thousands of newly-anointed Indian doctors, who completed their medical degrees abroad, are failing en masse for the past four years in clearing the mandatory screening test that allows them to practice in India. Only 21% (around one in five) students who received foreign medical degrees and appeared in the screening test qualified this year.

In 2011 and 2010, only 26% medical students qualified, while the corresponding figure was only 16.2% in 2009.

Union health minister Ghulam Nabi Azad said on Friday that the test has been prescribed to ensure that "citizens of India who obtain medical qualifications from universities or medical institutions outside India have acquired adequacy of knowledge and skills as per MCI (Medical Council of India) norms and to ensure that such students have secured proper standard of medical education in foreign countries."

Data released on Friday shows that 14,476 students appeared for the test in 2012, with only 3,150 clearing it. In 2011, 13,270 students appeared and 3,576 cleared it. In 2010, 10,115 students appeared for the test — conducted by the NBE ( National Board of Examinations) — and only 2,680 passed muster. And, in 2009, 6,262 students appeared for the crucial exam and just 1,017 cleared it.

Azad said, "The existing policy entails that an Indian citizen possessing qualification from any medical institution outside India has to qualify the test for getting provisional or permanent registration with the MCI or any state medical council." He added, "The test is conducted by NBE and has proved to be effective in maintaining the standards. There is no proposal to review the existing system of screening tests."

India recognizes post-graduate medical degrees from only five countries — Australia, Canada, the UK, the US and New Zealand. Doctors from these countries are exempted from taking the test and are allowed to practice in India. Similarly, screening test rules were amended last December, allowing exemption of a person seeking provisional and permanent registration if s/he holds an undergraduate medical degree from Australia, Canada, New Zealand, the UK and the US.

India has been mulling the idea of doing the same with students who have finished medical education from Japan, France, Germany and other European nations. "This move will see a large number of Indian doctors return to India for good. Many will come on sabbaticals for a short stint in teaching or even practice in public or private hospitals. India is facing an acute shortage of doctors and we are trying to remove all barriers for Indian doctors to return home," a ministry official said.
