CHENNAI: Postgraduate medical admissions across India came to a grinding halt on Tuesday with the Madras high court ordering the Director General of Health Services (DGHS), New Delhi, and Tamil Nadu’s state selection committee to not allot seats to students both under the all-India quota and state quota until further orders.<br /><br />Justice S Vaidyanathan was passing the orders on a batch of petitions which wanted the court to direct the DGHS to comply with Post Graduate Medical Education Regulations in admissions to PG medical courses and award due weightage marks for service rendered in remote/difficult areas.<br /><br />‘Can go on with counselling, but must not allot seats’<br /><br />The authorities can go on with counselling, but must not allot seats till further orders, said Justice S Vaidyanathan in his interim order.<br /><br />Some of the petitions also wanted reservation of 50% of seats for service candidates under all-India quota too.<br /><br />When the pleas came up for hearing, assistant solicitor-general Karthikeyan submitted that though first phase of counselling had been completed admissions would not be made till the court passed final orders.<br /><br />The petitions filed by Dr C Sudhan and six others said they were in-service candidates in Tamil Nadu Medical Services, working as assistant surgeons in government medical facilities. They had appeared for NEET PG-2018 and secured more than 50% marks and were duly declared as eligible for admission to PG medical courses this year.<br /><br />“The places we serve are notified as remote/difficult by the state government and hence we are entitled for additional weightage (incentive) marks as per Regulation 9 (IV) of PG Regulations 2000 under all India quota seats. But, authorities are proceeding to conduct counselling for admissions to PG courses without awarding such weightage marks for in-service candidates,” the petitioners said.<br /><br />Claiming that the move was in violation of MCI regulations, they added that it would adversely affect the interests of the petitioners who were entitled to weightage marks for service rendered by them in remote/difficult areas for determination of merit in selection.<br /><br />They further pointed out that even in admissions made during the last academic year, the authorities had failed to allot the mandated 50% seats to service candidates as required by the regulation.<br /><br />Tamil Nadu has 1,648 PG medical seats in its 13 government medical colleges. Of this, 50% go to the all India quota for which counselling would be conducted by DGHS.The remaining 50% would go to the state quota filled by directorate of medical education through a seperate counselling.<br /><br />Out of such 50% state quota seats, in-service candidates are demanding 50% reservation.</div>

HYDERABAD: A division bench of the Hyderabad High Court on Monday made it clear that the petitioner candidates seeking admissions in the 50 per cent state quota seats in post- graduate medical courses were not entitled for reservation (for in-service candidates) as per GO 260 and 27 issued by the state medical and health department on July 10, 1997 and April 10, 2017, respectively. They are only entitled for weightage of marks, in accordance with the MCI regulation 9(IV), for admission into PG medical courses, the bench ruled.<br />

Further, the bench made it clear that the petitioners were entitled for reservation in the 50 percent state quota seats in PG medical diploma courses provided they have served a minimum of three years in tribal areas.The bench, however, found fault with the Telangana government for mentioning in the impugned GO that it would award weightage marks to the in-service candidates who have a minimum three years service in tribal areas.<br />

While setting aside the words “a minimum three years of service”, as amended by GO 21, the bench made it clear that the petitioners were entitled for the benefit of weightage marks for the services rendered by them in those areas even less than three years. The incentive weightage marks would be calculated at 10 percent per year of completed regular and continuous service in tribal areas, it noted.<br />
The bench of Acting Chief Justice Ramesh Ranganathan and Justice K Vijaya Lakshmi was passing this order in a batch of petitions filed by Dr M Vasurchana Reddy and 12 others, who have passed their MBBS or their PG diploma course and employed by the state government, seeking admissions to PG medical degree and diploma courses as per GO 27.<br />
<br />
The petitioners challenged GOs 21 and 22 issued by the Telangana government for awarding weightage marks in place of reservation for in-service candidates and for earmarking 50 percent of the PG seats in government medical colleges to All India quota. They pointed out that the impugned GOs which were issued based on the proposals of the Vice-Chancellor of Kaloji Narayana Rao University of Health Sciences, Warangal, would run contrary to the law declared by the Parliament in AP Reorganization Act, 2014. As per GO 27 i.e. Telangana Medical Colleges (Admission into PG medical courses) Rules, 2017, about 30 percent of the seats in clinical broad specialities and 50 percent of the seats in pre and para clinical broad specialities for degree and diploma courses were reserved for in-service candidates. Under the Act, the said quota would be in operation for 10 years.<br />
<br />
The medical officers and civil assistant surgeons serving in the state were eligible for in-service quota for admission into PG courses. However, these eligible candidates would be forced to stop their studies at MBBS level because of the above two GOs, they argued.<br />

The Medical Council of India(MCI) and Tamil Nadu Medical Council (TNMC) are looking into a complaint that 48 of the 59 doctors registered with the state council as holding postgraduate degrees in emergency medicine actually have unrecognized degrees.<br />

The complaint was filed by Emergency Medicine Association, an organisation of specialists in the discipline, based on information provided to it by the state council after an application filed under the right to information. The association's complaint has also raised the question about such registrations being allowed in other state councils.</div>

The degrees these doctors hold are from Sree Ramachandra Medical College and Research Institute and Vinayaka Mission Medical College. These colleges got letters of permission (LoPs) for a postgraduate course in emergency medicine with two seats each in 2013 and 2012 respectively.<br />

Thus, there cannot be a recognised post graduate degree in this discipline from these colleges before 2015 and 2016. Yet 48 of the post graduate degrees registered were from before 2015, of which 20 are from before 2009, the year when emergency medicine was first recognized as a post graduate specialty in India by MCI.<br />

Unrecognised degrees were registered in last quarter of 2017<br />

MCI president Dr Jayshree Mehta told TOI that the complaint had been referred to the relevant section for scrutiny and verification before deciding the further course of action. TNMC vice-president Dr R V S Surendran confirmed that only MCI-recognised degrees could be registered and added that they were looking into the matter. “These registrations happened long ago and we do not allow this anymore,” he added. However, all 48 unrecognised degrees have been registered in October, November and December 2017.<br />

The list of 48 included several office bearers of the Society for Emergency Medicine in India (SEMI), an organisation that was running an unrecognized masters in emergency medicine program. SEMI had said that it was merely a certificate program that made no claims to being a post-graduate degree or to being recognized by MCI. SEMI’s board is dominated by doctors without MCI-recognised post graduate emergency medicine degrees.<br />
<br />
Senior faculty members teaching emergency medicine asked what the sanctity of a regulated system of medical education would be if unrecognised degrees were being registered in state councils.<br />

They pointed out that hospitals employed specialists with registered degrees as they trusted the system of registration.</div>

NEW DELHI: The Centre has introduced a penalty clause where medical students will be fined for blocking a post-graduate (PG) seat and not joining after the second round of counselling. This will be applicable to PG seats under both government colleges and deemed universities, officials said. "Last year, 1,400 PG seats remained vacant as students blocked seats and later opted out. This is unacceptable for there is a dearth of PG seats in the country and creating every additional seat costs a lot of money," an official said.<br />

He said according to amendments made to the Post-Graduate Medical Education Regulations, 2000, of the Medical Council of India, all students appearing for counselling will have to submit a registration fee of Rs 25,000 for PG seats in government colleges and Rs 2 lakh for seats in deemed universities. Those belonging to reserved categories will have to pay half the amount.<br />
<br />
"If someone opts out in the first round of counselling after being offered a seat, the registration money will be returned. But if he opts out in the second round after accepting a seat, the registration money shall be forfeited," the official said. There are around 38,000 post-graduate seats in medical colleges across the country.<br />

Medicos, who reached on time for the exam but due to mismanagement at exam centre at Mundka Delhi, they were denied entry. Nearly, 12 students have lost one year due to mismanagement of officials conducting the exams at the Mundka centre on Sunday. </div>

Students alleged that they were shocked when they were denied entry into the exam hall despite having reached on time. Two exams were held at the Mundka centre on that day. The reporting time was from 7:30 to 9:30 am. The students said that they had reached at 8:30 am. One exam was of MBA (XLRI) while the other one was for NEET-PG. </div>

<b><i>There was no signboard indicating the entrance of gates.</i></b> In addition to this, the students said that they had reached before the reporting time but were not allowed to enter the hall and were rather misguided. Meanwhile, medical students had also alleged that they were asked to enter the centre from a different gate, which was at quite a distance. When they reached that gate, they were told that it was the entry gate for the students appearing for MBA exam. When they ran back to the gate from where they were asked to, they were denied entry as the reporting time had passed. The students made several requests to those deployed there but all went in vain. The staff deployed informed that since the biometric admission had closed, so they could not let anyone to enter the exam room. The staff also allegedly misbehaved with the students. </div>

Police have registered the students' complaint against the centre. All the students seemed clueless about whom they should approach for entry. "More shockingly, misbehavior of the staffs and wrong information marred the students' one year," Dr Akansha Singh said who was to appear MD-MS exam.<br />

Patna: A Delhi Police crime branch team on Tuesday arrested a junior resident doctor at Patna Medical College and Hospital (PMCH) for his alleged involvement in the National Eligibility cum Entrance Test (NEET) question paper leak this year.<br />

The doctor, identified as Jan Mehta (34), belongs to Tulsiya under the Bihariganj police station area in Madhepura district. He is a postgraduate student in radiology department of PMCH. "His original name is Rajeev Ranjan and the CBI was also searching him," sources said adding that he fraudulently cleared the examination this year and got admission in PMCH. Sources also said the crime branch team had raided the PMCH department on October 14 as well but could not find him. Police sources said he was arrested from his department.<br />

Sources said he had also been enrolled in MBBS course at PMCH in 2008. Sources said Mehta was a 'scholar' (helping others through illegal means) for several candidates who had appeared in the NEET postgraduate competitive examination conducted across the country this year. "He had charged huge sum of money from candidates for solving questions. Mehta was one of the kingpins who had got access to some NEET examination centres in connivance with officials and solved questions for candidates through Internet," police sources said<br />

Sources said the Delhi crime branch had arrested several suspects from different states after lodging a case in this regard on February 1 this year. Police sources said Mehta was also involved in Punjab PMT question paper leak last year<br />

CHENNAI: In spite of the acute shortage of specialists like cardiac surgeons and oncologists, several super-specialty seats across the country , including nearly 100 in state-run colleges of Tamil Nadu, will remain vacant in 2017, with the Supreme Court declining to further extend the September 14 deadline for admission.<br /><br />This would mean the country may find it challenging to tackle the increasing demand for such specialists amid the increasing incidence of heart diseases, cancers and strokes. The crores of rupees spent by governments and private colleges on each super specialty course may also go waste.<br /><br />In TN, only eight of the 22 state-run colleges have super specialty courses.<br /><br />Now, there are 99 seats vacant -53 in Madras Medical College, 14 in Kilpauk Medical College, 11in Stanley Medical College, nine in Madurai Medical College, five in Thanjavur Medical College, six in Tirune<br /><br />lveli Medical College and one in Chengalpet Medical College.<br /><br /><br />"We have lost 15 seats each in cardiothoracic surgery and plastic surgery seats, a dozen seats each in paediatric surgery and neurology besides other seats," said state selection committee secretary Dr G Selvarajan.<br /><br />On Friday , a three-judge bench headed by Chief Justice of India Deepak Misra rejected the petitions seeking a further extension of the deadline for admission.The deadline had already been extended for 10 days from September 4.<br /><br />Another extension at this juncture would not be appropriate, it said. "Weighing both the concepts in a balanced manner, we unhesitatingly come to the conclusion that the prayers made in the interlocutory applications do not deserve any acceptance and, accordingly , they stand rejected," the bench concluded. In 2017, as per instructions from the Medical Council from the Medical Council of India, admission to all super specialty courses - done after post-graduation across the country was conducted by the Directorate General of Health Services (DGHS) in New Delhi.<br /><br />There are 1,011 superspecialty seats in the country . As per the original plan, the counselling process which began on August 9 was scheduled to be completed by August 29.<br /><br />However, DGHS officials say the schedule was thrown out of gear as the process was stayed at least by two high courts. Since the seats could not be filled even after the second extension, several colleges moved the court once again. While the court appreciated the concern, perception, and argument of senior counsel seeking an extension of time, it rejected the applications as it felt that sense of concern was one thing "but sustenance of discipline and order is another aspect."<br /><br />Senior academicians say that superspeciality courses are too precious to be left vacant. "Not all medical colleges have these courses. It is permitted only if colleges have an adequate number of patients, teaching faculty and the required infrastructure such as diagnostic equipment and theatres. Hopefully , this problem will be solved next year," said Dr J S N Murthy , former vice chancellor of Sri Ramachandra University <div>

Hyderabad: Karimnagar TRS MP B. Vinod Kumar has written to Union health minister J.P. Nadda requesting extension of the counselling deadline for Neet-super-speciality courses up to October 17, as more than 500 seats are vacant after the second round of the counselling. He said only 1,141 students had reported to colleges for 1,969 seats for DM/M.Ch. courses. Some petitioners have moved the Supreme Court seeking more time to fill the vacant seats. Dr T. Senthil Nathan, a petitioner and aspirant from Chennai, said, “Advocate Kapil Sibal argued for mop-up counselling for private colleges. In the mop-up counselling, only students who did not get seats in the first two rounds can participate.” He said the vacancies arose as many candidates blocked seats but did not join.<br /><br />Aspirants from Telangana state had approached the directorate general of health services to conduct counselling or to task the Kaloji Narayana Rao University of Health Sciences and Dr NTR University of Health Sciences with the job. Dr G. Srinivas a superspeciality aspirant, said he had missed the second counselling as he had opted for DM clinical pharmacology which had four seats. “Four students opted for the course, but only one joined. The other three seats are vacant.”<br /><br />An aspirant said, “It’s time to reform medical education. More than half the seats are lying vacant in Tamil Nadu medical colleges as students feared signing the service bond. We should end the bond system or lose doctors to the US and the UK.” Kaloji Narayana Rao University of Health Sciences Vice-Chancellor Dr Karunakar Reddy0 also supported the idea of a third round of counselling. “It is very painful if so many seats are lying vacant when there is high demand for super-specialists, ” Dr Karunakar Reddy said. He pointed out that the ratio of super-specialists to the population was quite low in India.<div>
