Finally NEET case ended on 30th April 2013



On 30th April 2013, finally the NEET case which was going on in supreme court since last 5 months came to an end. CJI directed all the lawyers to quickly conclude their case.
All the parties have been asked to submit their written submissions to the court. There will be no more hearing on this matter.
The bench will take around 10-15 days to write the verdict after the final hearing of case. but no definate date is given for the verdict. Results of various exams will be declared after the verdict.

The medical community finally took the breath of relief as the long running battle of NEET case and recurrent mental torture finally came to the end. Although a new tension housed the minds of medicos... RESULTS!!! As the results are near, heart beats of students is getting accelerated.

So just hope for a student friendly Verdict from CJI and Best of Luck to all the readers for Results from AcrossPG.   

MCI asks CBI to investigate medical seat selling scam

The Medical Council of India (MCI) on Friday wrote to the Central Bureau of Investigation (CBI) asking for a probe into a sting operation conducted by CNN-IBN which exposed the sale of post-graduate medical seats in colleges across three states for crores of rupees. The CNN-IBN sting had caught five colleges taking crores for admissions. The MCI has handed over the sting operation tapes to the CBI.

The CBI will also probe a complaint filed by BSP MP Seema Upadhyay who was reportedly asked to pay Rs 1.5 crore for her daughter's admission in Subharti medical college in Meerut.

Upadhyay, an MP from Fatehpur Sikri, has now written a letter to the MCI, the Health Minister and the CBI, asking for a probe into the illegal sale of medical seats in Subharti medical college.

"When I went there for my daughter's admission, they hinted that I needed to pay money for a seat. I spoke to students who were studying there and found out the college charges anything between Rs 1-1.5 crore per seat. I was shocked at the rampant corruption. How does a meritorious student then get admission? I have written to the MCI, the CBI, the PMO, the President and the Health Minister. I want a CBI inquiry into the matter. I will raise this issue in Parliament as well," Upadhyay told CNN-IBN.

Subharti medical college has, however, denied the charges and said, "We told BSP MP Seema Upadhyay and her MLA husband that admission was possible only after the declaration of the result of competitive exams. My security staff filed an FIR against them. They are telling absolute lies."

New Proposed Course in MBBS: Medical Ethics



With doctor-patient relationship plummeting to a new low due to a sharp rise in medical negligence cases, the Medical Council of India (MCI) has asked the government to incorporate a two-month course in "medical ethics and professionalism" in the revised MBBS curriculum. .

Officials said the apex medical body recently notified this as a part of new graduate medical regulations sent to the ministry of health and family welfare for implementation.

The new course, which will increase the MBBS course from 4.5 years to 4.7 years, will address issues such as bedside manners and commercialisation of healthcare among others. "As things stand, instead of the existing 12-month first year MBBS course, students will be put through a 14-month first year course. It is a foundation course. Medical ethics and professional development will be the core focus," said Dr Purshottam Lal, member, MCI board of governors.



The revised curriculum is likely to be introduced next year after necessary legislation. The MCI board of governors, however, asked the government to implement the new rule as fast as possible.

It was during October 2012 MCI had a consultation on the proposed change in the curriculum with all the deans and principals of medical colleges. Dr A Y Chary, dean, Shadan Medical College, who attended the meeting, said students will also be taught how to improve communication skills under the new programme.

Other experts said that it is not just about medical ethics but there are several important Acts like the PCPNDT Act, Medical Termination of Pregnancy Act and Transplantation of Human Organs Act, which doctors need to know.

However, Dr K Ramesh Reddy, former vice-chairman, AP Medical Council, said that the changes should be adjusted within the existing four years and five month course. "Earlier, anatomy was taught for 17 months and now it has been cut down to one year. This way, they can adjust the new course. Otherwise, it will be almost seven years by the time one clears MBBS," Reddy said.

Meanwhile, MCI between January 2011 and March 2013 found and punished as many as 75 doctors, guilty of medical negligence and misconduct, which experts said is just a tip of the iceberg. "Commercialisation of healthcare has led to doctors referring patients for financial gain instead of competence. To keep the good of the patients should be the highest priority," said Dr P Raghuram, breast cancer specialist.

As you probably have guessed, its about the NEET case. On 23rd April seeing the attitude of CJI towards the NEET it looked like the case is going to end soon. Hon'ble CJI directed the MCI council to conclude their arguments on 25th April (next date of hearing) and case was marked for final disposal. He even rejected the request of other lawyers to present their arguments in the court and directed them to submit written arguments. A hope rose among the 90000 doctors that finally the verdict and results will be out by 1st week of May and finally they will be able to carry on.
It was also a relief because summer vacation of supreme court is about to start and secondly CJI Hon'ble Kabir is going to retire in July 2013 which would make the conditions worse as the new CJI will again have to study the case from the beginning which would take another few weeks, that means still long wait for doctors.

But unfortunately on 25th April the SC gave another date ie 30th April, and so the case will continue and there is again no updates from the SC about when the verdict will be given and when the results will be declared.

Despite protest, 3000 medicos appeared for UPPGMEE

For a long time almost all the doctors in UP were protesting against conducting UPPGMEE and urging UP govt to consider NEET scores for the admission of PG seats. but on the day of exam 3000 medicos shewed up for appearing in exam.

LUCKNOW: Despite issuing threats of boycotting the UP post graduate medical entrance examination (UPPGMEE), about 3,000 medicos appeared in the said exam at Montfort Inter College, Mahanagar, and KKC Group of Colleges, Charbagh, on Tuesday.

Many students who took the exam had threatened to boycott it on Monday evening. They had protested outside the Vidhan Bhawan demanding cancellation of the exam as they wanted the government to admit the students on the basis of marks obtained in National Eligibility cum Entrance Test (NEET). However, NEET is stuck in litigation in the apex court.

King George's Medical University officials who organised the exam said a total of 3,606 candidates had applied, of whom 121 did not appear while 71 others didn't even download their admit cards. Four students had brought old admit cards issued for the examination dated March 31, 2013, despite the committee sending individual information to students through emails, press release and official website for not using old admit cards. Special arrangements had to be made to provide new admit cards at the centre itself. Nineteen students reported late at the centre. They were allowed to appear in the examination but not given any extra time.

After the three-hour exam, many said it was easy but some candidates could not do well as their time management went haywire. Many blamed this on the ban on wrist watches inside the examination hall. "While the candidates were not allowed to wear watches, the organisers did not make arrangements to keep us posted about the time," complained Mohit Singh, a candidate. Another student, Anil Kumar, added that they were assured that the invigilators will them the time after every 15 minutes but that was not done. "Many invigilators were not even wearing watches. So for more than an hour we all were in deep stress," he said.

Dismissing these claims as trivial, KGMU officials said the examination was held peacefully.

Nationwide protest against undue delay in NEET PG Results




Frustrated from the undue delay (over 5 months after the exam), doctors all over India poured out on the streets to voice their grievances. Doctors from different medical colleges protested throughout the day against the delay in NEET results and verdict of NEET PG Supreme court case.
Medicos organised a rally from Sabarmati riverfront to IT Circle in Ahmedabad at 11 am today. A rally was also taken out from Goa Medical College to Azad Maidan at 11 am. In Rajasthan Protests were held at RNTMC Udaipur, SPMC Bikaner, and a candle march was organised from SMS Medical College Jaipur to Trimurti Circle in the evening. In Bihar, students of Darbhanga Medical College staged a demonstration. Protests were also held at Hyderabad, Tirupati, Kolkata & various other cities. In UP, medicos took out a rally from Sardar Patel Park in the afternoon demanding cancellation of UPPGMEE. The rally was forcefully stopped & doctors were arrested at Hazratganj Chauraha, Lucknow.

Medicos losing time for proper PG counselling

Due to the constant delay in the final verdict on NEET PG court case in Supreme Court, the results of PG entrance exams are getting delayed. As a result the process of Counselling and admissions also getting late. 
According to the MCI guidelines the admission process for PG seats should finish by 31st May of every academic
year. This year due to delay in court case, Supreme Court has already hinted to relax the deadline in case the verdict get delayed. But if the case delays for too long the precious time for Medical counselling will get compromised. Usually there are up to 3 counselling for the admission on various PG seats, but Indian Express in one of its report has published that government may consider single round of counselling this year.


Medicos aspiring for post graduate studies may get an additional month for seat selection process. Aspirants who have written RGUHS PG entrance test, National Eligibility cum Entrance Test (NEET) PG 2013, and other entrance examinations have to wait for the announcement of results. However, the delay on NEET judgement has taken away a lot of time for PG counselling.
A senior officer from Medical Education Department said, “As per the SC order, admissions for post graduate seats must be completed by May 30. But due to the case hearing on NEET, there is a possibility of extending the last date to June 30. There will be no compromise on ensuring that students get maximum time for seat selection process.”
“The judgement on NEET will be heard on Thursday and soon, counselling will begin. If there is a paucity of time, the government may decide to conduct just one round of counselling to complete the admissions,” the official said.
If this happens there will again a serious problem for medicos this year. If states and Center goes for separate counselling for filling up the state and all India quota seats, students will lose out on proper opportunity to select the seats of their choices.
Every year usually during the state counselling if some candidates gets a better seat, they leave their All India quota seat and joins via state, and in the Second round of All India counselling those vacant seats were offered to the next ranker. But in case there is only one counselling those vacant seats will go waste and the candidates ranked after that seat will lose the chance for opting that seat even though the seat is available on his/her rank.

As per NBE norms, writing a thesis is essential for all DNB candidates towards partial fulfillment of eligibility for award of DNB degree certificate.

It has already been informed vide notices published by NBE time to time that DNB candidates are required to submit their theses before the cut off date which shall be 30th June of same year for candidates appearing for their scheduled December final theory examination. Similarly candidates who shall be appearing in their scheduled June DNB final examination shall be required to submit their thesis by 31st of preceding December.

Candidates who will fail to submit their theses by the aforementioned extended cut off date shall NOT be allowed to appear in DNB final examination to be held in June 2013.

Thesis should be hard bound and the front cover page should be printed in the standard format. A hard bound thesis should be accompanied with:

§ A summary of thesis.

§ Thesis submission form duly completed.

§ NBE copy of challan in original.

§ Soft copy of thesis in a CD duly labeled.

§ Copy of letter of registration with NBE.

A declaration of thesis work being bonafide in nature and done by the candidate himself at the institute of DNB training need to be submitted bound with thesis. It must be signed by the candidate himself/herself, the thesis guide and head of the institution, failing which thesis shall not be considered.

MCI advice students & Parents to keep away from touts



With college admission season about to commence later this month, the Medical Council of India (MCI) has issued a warning to parents and students against falling prey to touts who assure them of admission to medical courses or offer redress to their admission woes.

The MCI notice issued by its Deputy Secretary (Administration) A. K. Harit states: “It is for the information of the public that certain mischievous elements are contacting them for redress of their complaints/problems in connection with the admission of students into medical courses etc. on behalf of the vigilance cell of the MCI.”

“An e-mail ID from which such mails are being sent is ‘[email protected]’. Sunil Batra, GF-7, Antarksh Bhavan, Connaught Place, is reportedly sending these e-mails. The person is not associated with the Council in any manner. The public has been advised not to have any dealings with this person or any other person using the name of MCI unauthorisedly. MCI will not be responsible for any such dealing,” the notice said.

A senior MCI official added that as a follow-up to the notice the Council has also written to the Delhi Police informing them about the person and requesting them to inform the Council in case any action is taken.

Back-door entry
Former Delhi Medical Association president Anil Bansal said: “What Sunil Batra is doing is clearly just another method of scouting for potential clients/ students seeking ‘assured’ admission to undergraduate medical courses by buying seats. Providing back-door entry to private medical colleges is a multi-crore business, and private colleges in the country have agents in the Capital for booking admissions. Several of them work hand-in-glove with coaching institutes that operate in the city. They start looking for ‘potential’ clients (students) from Class XI onwards and, with the competition being so tough and good colleges being in short supply, parents are easily lured into ‘buying’ medical seats. Most private colleges do brisk business when it comes to ‘booking’ seats for students seeking admissions. In some cases the booking is done even two years in advance.”

Mr. Bansal went on to add: “We do get complaints about parents who have been cheated after being assured of a medical seat. But since these transactions are not legal there is often almost no safety net that is offered to the clients/parents. What is horrifying about the entire business is the fact that it is flourishing and more innocent people fall prey to it every year.”

MCI seeks more time in NEET PG court case

New Delhi: The Medical Council of India (MCI) on Thursday sought more time from the Supreme Court to make a written submission in the National Eligibility cum Entrance Test (NEET) case. The Supreme Court hinted at considering extension of dateline for admission and interim order could be announced in the next two weeks.

Many state government and private universities had moved the apex court against the MCI decision to hold a common entrance test. In February 2012, the MCI had announced the NEET, an all-India exam for entrance into MBBS and Post Graduation courses. The idea was to simplify the admission process and do away with multiple entrance exams conducted by each state and private medical college. Several state government and private colleges, however, had raised objections and took the MCI to court.

Insisting that the ruling in the case will take some time, the Supreme Court had asked the MCI, state universities and private institutions to conduct their respective entrance exams but not declare results till further orders from the apex court. But in a sting operation conducted by CNN-IBN, it was exposed how PG medical college seats were on sale with some being sold for as much as Rs 3 crore, even before the results of the common entrance test were declared.


GU Cancels Gujarat PGET

AHMEDABAD: The Gujarat University (GU) on Tuesday announced that it has cancelled the local entrance exam for admission in postgraduate medical colleges which was scheduled on April 28. This was after a big number of medical students represented against the exam citing that they had already appeared for the National Eligibility Entrance Test (NEET) taken by central agencies and would not like to be burdened by another exam.

"The GU has decided to cancel the entrance exam for PG medical seats. The decision of the Supreme Court on the issue will be considered the final word", said officer on special duty (OSD) Arvind Bhandari.

The GU on Tuesday saw a deluge of MBBS graduates who gathered at the campus since early morning. Despite standing there for long hours waiting to represent their case to vice-chancellor Adesh Pal, the VC did not allow the students into the campus.

The students were denied entry even for filling their water bottles. It took intervention of the policemen guarding the GU premises who told the security guards to allow batches of students to quench their thirst.

Later, the students went to Pal's residence but were not allowed to meet the VC. Later, it was the OSD Bhandari who accepted the students' demands and made an announcement that the exam had been cancelled. The state health ministry too had reprimanded the GU for burdening the students with another exam which was not necessary as they had already appeared for NEET. The SC is hearing petitions filed against NEET by certain self-financed colleges and final order is expected shortly.

Medicos enjoyed 1st April with DNB and NEET PG results

Indian medicos, who appeared for NEET PG and DNB exams in Nov - Dec 2012 enjoyed The 1st April 2013 with DNB and NEET PG result declaration rumors.
Today is 1st April and traditionally it is celebrated as 'April Fool's Day'. Friends try to make fool of other friends on this day for fun.
Among medical community, as soon as clock hit 12AM on 1st April 2013,  FB and other medical websites were flooded with rumors of declaration of DNB and NEET results. The students who got trapped made fool of themselves. Some students took it lightly and joined in this humor to try and fool other medicos, but some got angry and started abusing the original posters of such rumors.

Medicos who are frustrated to the extreme due to veryyyy long delay of NEET and DNB results, tried to lighten their tension by playing such pranks.

On the other hand apart from jokes, DNB and NEET results have not been declared yet. Next NEET PG hearing is on 2nd April 2013 (tomorrow). Stay on NEET results is still effective.
