Non uniformity of rules left medicos of Karnataka in jeopardy

This is a yet another example where the difference in rules of different states left students in jeopardy. Recently Karnataka PGET notification was published, stating that only the candidates of Karnataka origin are eligible for appearing in the Exam and get a PG seat via the exam. This left the candidates of non Karnataka origin who are doing MBBS in Karnataka ineligible for the state quota seats. The eligibility criteria till last year was consisted of both Karnataka origin candidates and the candidates who did MBBS in Karnataka.
The problem here is, in most of the states inclusing Rajasthan, Delhi, AP etc. candidates who did their MBBS in the respective states are only eligible and domicile is not considered as the eligibility criteria. With these differences in rules across different states left many students who are studying MBBS in Karnataka deprived of any stste quota seats both in Karnataka and their home state, which is unfair on every ground.

Lets analyse what happens due to different rules in different states in India.

  1. Karnataka domicile student doing MBBS outside is now eligible for 2 state quota seats - Karnataka and the state he did MBBS in. This creates extra advantage to some students over others.
  2. Non Karnataka students doing MBBS in Karnataka - they becomes non eligible for any state quota seat.

The non kanadda origin students in Karnataka are devastated with this new rule and the precious time for exam preparation is getting wasted in finding a way to protest against this rule. A group of doctors and students started a Facebook community to plan a protest against this. The only solution to these kind of issues arising every now and then to enforce a uniform rule for medical education across India. In this particular situation, MCI or MOHFW should regularise the rule in such a way that the eligibility criteria for appearing in PG entrance exams in the states participating in All India Quota should be either based on Domicile of the candidate or on basis of graduation done. Similar situation happened in Kerala state in 2006 and students had to fight in court against the issue.

The only suffers in these conditions are the students who have to spend their precious time of studying for entrance exams, fighting court cases against such rules.

5. No clarity whether Non kannadigas done MBBS from Karnataka will be eligible or not.
6. There may be a lot of change in pattern of exam as compared till last year so be prepared.
7. Last 10 yrs KCET papers might not be very useful.

Procedure for Submission of Application Form:
i) Fill up the Online Application Form by following the instructions given in the guide to admissions. Take the Printout of the PDF Generated Application Form on A-4 Size paper
ii) Put your thumb impression, signature and paste your recent photographs at the designated place on the Application Form
iii) Attach the appropriate Demand Draft /Cash Receipt along with other relevant documents with the Application Form and do not fold or mutilate it in any way
iv) Put the Application Form inside the A-4 Size Envelope and paste the Postal Slip on the top after filling it properly
v) Application Form can be submitted by hand or sent by Registered Post / Speed Post or through Courier so as to reach up to 05.00 p.m. on or before the last date of receipt to the Admission Section, Office of the Controller of Examinations, AMU, Aligarh-202002

Compulsory 1yr Rural service to pursue PG courses: AcrossPG analysis


The matter of  rural posting has once again came into the picture as the ministry has asked MCI to implement the clause to make 1 yr rural posting as the eligibility criteria for getting a PG seat.


The official order from MOHFW and MCI is yet to be released. There is no official information from the Govt. so far.

This NEWS has already created a environment of chaos and panic among medical graduates and students.  There are some points which are not yet clear from this NEWS article, which created the confusion like "The decision will be applicable from the next academic session. All MBBS graduates seeking a post-graduate degree would have to work for one year in a village before they can take the PG entrance examination,"  does not mention the 2015 batch appearing for PG entrance or the batch taking admission to MBBS courses.

There are two things about implementation of this rule.
1. Is it reasonable to force rural posting on doctors just to get higher educations?
2. Is it possible to implement, as in if this is made the eligibility criteria to get PG seat for all the applicants is it possible to provide rural service to all of them?

Many students contacted us about this NEWS and its implications, but unfortunately we are unable to give the exact picture as official announcement is not out yet. But to help students we are analysing the situation here….

Lets look at the possible scenarios with the piece of NEWS we have.

Scenario 1: This rule is applied to all the students applying for PGET 2014-15

Analysis: 
·         In India approx. 30000-40000 students graduate with MBBS every year.
·         Then there are around 10000 foreign medical graduates out of them ~5000 becomes eligible for PGET after screening exam.
·         Candidates (doctors) of approx. 4-5 years post MBBS, those who could not manage PG in their previous attempts also appear in exam.
·         So Approx. 80000-90000 candidates apply for PGET. Out of these only ~28% have done 1 yrs rural posting so only 28% candidates will be eligible.
·         Second thing is all other 72% candidates (50000 doctors) will apply for rural area posts and as Govt. has made it as a eligibility criteria, it becomes responsibility of Govt to provide jobs to all the students. Govt cannot deny anyone the chance to take exam.  This is highly impractical. Its very difficult to suddenly create so many rural posts. It need a lots of fund and then paramedical manpower is also required.
·         Some states does not even have so many vacancies. The students of these states will have to work in other states which again will cause language and cultural issues.
·         Candidates of some states like Assam will enjoy extra advantage over others because of the rural service bond in those states.
·         In this scenario only a few candidates of inservice quota and some states will be eligible.

So in this scenario there will be lot of administrative and legal issues.


Scenario 2: The rule will be applied to batches passing MBBS from year 2014 onwards.

This will create injustice to these students as they will be suddenly become ineligible. Both the batches those who are starting the internship and those finishing internship. As the order will be passed in July many students who finished internship in Dec - Jan will suffer due to delay in notification and will loose the chance and their precious one year.


Scenario 3: This rule is applied for students taking admission to MBBS from year 2014.

If at all this rules seems practicable is this scenario. But looking at the havocs in last 6 months in PG entrance exams, nothing is possible to say.



Some of the flaws in this rule of MOHFW:

1.       Why only doctors?
2.       Why target Post Graduate education? - This is highly unreasonable for the govt to hinder the opportunities of higher education from the citizens. The govt should come up with other planning for improving Health Care in India. Compromising higher education of doctors is detrimental. uninterrupted education of deserving students is their right.
3.       Using force in place of motivation. - It has been proved again and again in many different situations that work done under force never give good return.
4.       Students will move towards Private institutes which cause rise in fees or to say money for fixing the seat.
5.       New students will loose interest in Medical Field.
6.       Students will try to move outside India.

Applications in the prescribed form for the Admission & Registration to Post-graduation, Degree / Diploma Courses, May, 2014 in the following subjects for the seats mentioned against each subject, are invited from the candidates, who have passed MBBS examination from a MCI recognized Medical College, have completed one year Internship and are duly registered with the State Medical Council / Medical Council of India. The application form complete in all respects along with one set of required documents must reach the Office of the Dean Latest by 26th December 2013. The prospectus having Rules & Regulations is available on the website www.mgims.ac.in.

Candidates who have passed MBBS from MGIMS are required to be present in the Committee Room of MGIMS, Sevagram at their own cost on 7th January 2014 at 10.00 AM for verification of original documents and allotment of seat. PG Medical admission in Karnataka likely to come within KEA ambit

The state government is working on a proposal to bring the Post Graduate Entrance Test (PGET) for higher medical studies within the ambit of the Karnataka Examination Authority.
The Karnataka state government is working on a new proposal that may bring the Postgraduate Entrance Test (PGET) within the ambit of the Karnataka Examination Authority (KEA). According to government sources, the proposal, if implemented upon, will help authorities streamline admissions to postgraduate medical programs in a much better way.

As of now, the responsibility of conducting the PGET is with the Rajiv Gandhi University of Health Sciences. Apart from handling the responsibility to the KEA, the government is also planning to turn the test into an online exam.

According to reports, the move is aimed to bring more transparency in the way the exam is conducted as well as in the counselling procedure of PG medical admissions.

The KEA is currently tasked with conducting entrance exams and counselling for undergraduate dental, engineering and medical courses. In addition, the agency also oversees diploma and management courses. This year, the state government also included undergraduate farm science courses within KEA’s ambit.Meanwhile, the government has already started discussing the required amendments to the Karnataka Conduct of Entrance Test for Selection and Admission to PG Medical and Dental Degree Courses Rules, 2006. Major changes are likely to be proposed, including introduction of a new rule that says applicants must have studied in Karnataka for at least 7 years to be eligible to appear in the exam. Apart from that, talks are also believed to be going on for making the counselling procedure more or less similar to the undergraduate CET.

It may take approximately two months till the process is finalized. For expediating the process, the authorities in the Medical Education Departments is also planning to set up a couple of committees to oversee important aspects such as admission and exam fees.

Eligibility Criteria: Candidate seeking admission to postgraduate Medicine/Dentistry course should hold MBBS /BDS degree of recognized University by MCI/DCI
A candidate who has completed one year compulsory rotating internship or is likely to complete the same on or before 31st Mar 2014 can appear for PIMS-AICET-PG 2014

All such candidates will have to submit the documentary proof, from the Principal /Dean of the college regarding the likely date of completion of internship along with the manual application form, failing which the application shall be rejected
A candidate should have obtained permanent registration with MCI/DCI (as the case may be) or any state council
If candidate does not have such registration, he should obtain the same within one month from the date of his/her admission
Candidates who are previously registered and pursuing/completed the PG degree course or have obtained PG degree, are not eligible for appearing at PIMS-AICET-PG 2014
Candidates previously admitted to PG degree course and resigned/left the seat are not eligible for appearing at PIMS-AICET-PG 2014
Candidates who have completed Medicine postgraduate diploma course or would be completing by 31st Mar 2014 will be eligible for PIMS-AICET-PG 2014 for admission to Medicine postgraduate degree in the same subject only

Selection Process:Candidates who secure minimum 50% marks at PIMS-AICET-PG 2014 and satisfy the eligibility norms laid down by respective councils shall be eligible for admission to Medical/Dental PG Degree/Diploma courses and would be offered admission to these courses on the basis of inter-se-merit at the time of counselling

NBE Strict on NDA, publishes notice for strict action against violators

NBE on the website http://nbe.gov.in and on Twitter handle http://twitter.com/AIPGMEE_2014 has issued repeated warning against violation of NDA (Non disclosure agreement). It appears that some of the students were caught sharing the questions with friends and/or on social media and legal action has been taken against them. 
We urge to all candidates appearing for AIPGMEE, not to share questions for their own good.

Subject : Violation of Non Disclosure Agreement
1. Whereas the All India Post Graduate Medical Entrance Examination is scheduled to be conducted from 25th November – 6th December, 2013 at various test centres across the Country.
2. As per the terms and conditions of the examination, duly adhered to by the candidates and their explicit consent as under before appearing in test:

“The AIPGMEE is a proprietary examination and is conducted by National Board of Examinations. The contents of this test are confidential, proprietary and are owned by National Board of Examinations. NBE explicitly prohibits the candidate from publishing, reproducing or transmitting any or some contents of this test, in whole or in part, in any form or by any means verbal or written, electronic or mechanical or for any purpose.

By registering for and /or appearing in AIPGMEE the candidate explicitly agrees to the above Non Disclosure Agreement and general terms of use for AIPGMEE as contained in this Information Bulletin, AIPGMEE website.
Violation of any act or breach of the same shall be liable for penal action and cancellation of the candidature at the bare threshold.”
3. Whereas the MCQs used for DNB examinations are proprietary information of National Board of Examinations and any unauthorized duplication, reproduction, circulation, distribution, publication and sale of the same through any means whatsoever including but not limited to publication /hosting on a website without prior permission of NBE is a penal offence punishable under provisions of applicable laws.
4. Applicant candidates may kindly note that besides the foregoing sharing the examination contents electronically is also prohibited under the various provisions of IT Act and the Copy Right Act and various other provisions of IPR, besides criminal offences are made out.

5. NBE shall be monitoring the violation of NDA as well as maintain a strict vigil on the conduct of examination, any act that breaches the sanctity of examination or is unethical shall be dealt with as per applicable laws and candidates found indulged in the same shall be liable for penal action that includes cancellation of candidature at the bare threshold.
6. All applicant candidates are required to maintain sanctity of the examination and not to be allured by any unethical activity or means.
